[Qwest] Charge for switching accountholders

So I want to get landline service and I qualify for low-income reduced rates I'm pretty sure. I want to become accountholder at my house, but currently my roommate's name is on account. When he called Centurylink yesterday, person said it was $15 to switch, so we said no. I just called today and the woman told me: "well we wouldn't charge you, but others would." I'm like, "what? why?" She says some call centers charge others don't. When I expressed my irritation about this, she gives me the "have a nice day" like somehow it's my fault that her company has insane policies and practices. I couldn't get the thing set up cuz my roommate isn't here right now and they need to talk to him (of course they did talk to him yesterday...) Meanwhile I'm looking at VoIP reviews, and apparently many of them rip you off too. Is there any hope for getting respectful telecom service these days? If not, what is the source of this situation?
