Life at the end of the Loop

2 years ago terminated Dsl service because how undependible it was. Restarted service 3 months ago and found that my connection is at 17,000 feet from the switch. Line will support 1.5mb and I have the line set at a 3mb connection so I can hope to stream videos. When the connection is working I can stream 720p video no problem, 1040 with a periodic pause. When is is NOT working the modem router will show a 300k connection down and 600k up. The connection will bounce off and on and the modem will have to be constantly reset. Appealed to the engineering department to connect our neighborhood to different DSLAM (that apparently would reduce our connection to 10,000 feet) and was informed that there is no way she would rewire a neighborhood for one connection. I attempted to inform her that all the neighbors are limited to minimum connections and services and a shorter run for 20 households wold allow for greater revenues but meet a stone wall of disinterest. The service supervisor has offered to "perfect" the line but the techs seem unmotivated. I want to buy a modem that works best at the end of the loop to maximize what little signal I receive. How can I appeal to CL to get the change in wiring done to get attached to the shorter loop?
