Centurylink internet issue

Well, I originally ordered a 40 mb/s download 5 mb/s upload internet package w/ my DirecTV on January 11th and the modem was shipped and installed on the 21st and ever since about the 24th or 25th the internet has been incredibly inefficient. The problem I'm receiving is my internet works fine half the time with sporadic moments of 1mb/s download and .15mb/s upload. The original installer left a note (I was at work when he came by) that he had to run the phone line through my neighbors box since my house is older the drop is underground and over time has corroded and will need to be replaced. After I came home I plugged the modem in ran the cable through to the bottom phone jack and it worked for about 3-4 days and then suddenly ran into problems. Called technical support for some sort of assistance maybe they could zap it through their end to fix it but they scheduled a technician to come out that following day. The tech that showed up was the original installer and he said the bottom phone jack was bad and that he moved it to the top and ran a few tests to make sure it's 40mb/s 5mb/s speeds then left. 3 days later another technician came out unannounced to fix the problems. This guy replaced the phone jack entirely and switched it to the bottom saying the top was damaged and also that he downgraded my plan from 40/5 to 25/5 since my wires can not handle that package. I asked him if the price would change to better reflect my service plan and he said I'd need tot ake that up with customer support (over the phone). I also asked him when the people come out to fix the drop outside my house and he said they go from neighborhood to neighborhood fixing them and it could be months before they even make it here. Needless to say, I'm now 25/5 with the exact same problems as I had originally with the internet occasionally cutting down to 1mb/s download and .15mb/s uploads throughout the day at random.
