40Mbps Speed keeps slowing down

Last October I upgraded from 25Mbps to 40Mbps and since the upgrade my line has not been stable and it will slowly degrade from 40Mbps down to 25-30. I have called support and every time they reset something on their side and I get reset to 40, then after a couple of days I slowly go down in speed. I have had 3 visits by a tech. The first rewired the box coming in to my house, the second tech stated their was bad equipment down the street in the big box and replaced it and the third tech did something and left. I have been using CLs speedtest site and I will avg 28-31; however, tonight I tried SpeedOf.Me and here are my results.
