Hello DSLReports I'm new to posting here but I have been here viewing posts for a long while now. I'll try to keep it as short and information based as possible.
In the past year I've had 5 new modems, a dozen tech visits, and hundreds of phone calls with CenturyLink regarding packet loss and latency spikes. The inside wiring of my house has been tested by 2 techs who both reported that there are no problems whatsoever inside my home network.
Some information:
I have Bonded ADSL2+ 25down/1.5 up. Fiber runs to the DSLAM 3/4 mile away, and copper wire spreads from the DSLAM to my neighborhood. At any given time I have between 2-20% packet loss to any IP I traceroute. Recently I have been using WINMTR as it is the preferred method of some game companies who have been trying to help me troubleshoot my problems to their servers.
Here are some WINMTR results:

I have a few more but I think it would be best to provide some from a more recent time period.
Had a tech here on Saturday, Jan 12. He's the second one since November who assured me all wiring and hardware inside my local network are problem free and the problem is between my house and the DSLAM.
I've spoken to a dozen or more departments at my ISP, some run their line tests and tell me 'Yes we see a problem, we'll send a tech out' but they continuously send techs to my house who keep telling me that everything here is fine and that it is on the ISP's end.
When on the phone with certain departments, they assure me that my throughput is fine (it is, I know), my speeds never drop but that is not the problem. Though it seems to be the only factor that matters when talking to anyone, in any department at CenturyLink (besides the techs who visit my house).
What can I possibly do to have these issues resolved, or even have them acknowledged? Anything that requires a stable connection is unusable, from gaming, to watching live videos.
If any more information is requested I'll be happy to post it. Thanks for reading.
