I've found today that packets destined for 1.1.1.1 never leave CL's network. 1.0.0.1 works fine. This issue seems to have cropped up just this afternoon, and CL won't even investigate the issue.

I have a Ubiquiti EdgeRouter (so not a CL router) and can reproduce this issue, but better yet - their own Looking Glass tool confirms the issue (https://kai04.centurylink.com/PtapRpts/Public/BackboneReport.aspx):

CL support has been wildly unhelpful - most don't know what a tracert even is. A cursory glance at twitter shows that this isn't an isolated issue - not to mention all locations i've tried in their own looking glass tool have the same issue
BGP data for each via CL's LookingGlass shows that there are no ASNs in CenturyLink's network for 1.1.1.1:
