[Qwest] DSL Modem keeps retraining

I've been having trouble with my Centurylink DSL connection for the past few months and I've finally realized the problem was related to the modem frequently dropping the connection and retraining. It seems to retrain about 20 times in a 24 hour period. I am using an ActionTec C1000A DSL Modem in transparent bridging mode with a UBNT EdgeRouter Lite. I've called Centurylink a few times about the issue. On the first call, I was informed that my line was over-provisioned and this was causing the the issue. I pay for 40Mbps down/20Mbps service and the line was provisioned to 45Mbps. They changed it to provision at 40Mbps. This did not fix the issue. After a second call, I made an appointment for a technician to check the line. His checks on the line came back fine. However, his supervisor suggested that he have the load coils removed from the line. So, he called the Central Office and had them removed. He told me that if this didn't fix the problem, the problem was with my router. This did not fix the issue either. So, I turn off transparent bridging mode on the DSL Modem and removed my router from my network. Of course, the problem is still happening and the problem is not with my router. (It's very frustrating that they always seem to blame the customer's equipment.) I've called CL again and arranged to have another technician visit. The last guy seemed to be out of options. What do I tell this guy? Below is a recent screen shot of my DSL Admin page and a few lines from the log. I can see now that my upload speed is only at 16.384Mbps. It was provisioned closer to 20Mbps previously.
