Performance Degradation

I have 40 Mbps CenturyLink service - speedtest reports around 42 down and 6 up and 15 latency. So I start a backup to google drive from one of my home network computers. The speed degrades to around 13 Mbps down, 2 up and 600+ latency. My backup software reports that it is backing up at a rate around 4.5 Mbps. First, from a totally non-technical point of view, it seems like my speed should only degrade by the 4.5 Mbps backup - true, or not true? Second, my former isp was Comcast and I never noticed this sort of degradation - is this attributable to CenturyLink? Lastly, is there some sort of software tool which might allow me to view network activity and tell me which local ip addresses might be using my bandwidth at the moment? Thanks for any suggestions.
