Bypassing congestion to watch Netflix in HD?

Hoping there might be some veterans here who have been able to find workarounds to the peering issue with Centurylink that makes it near impossible to get seamless HD streaming at Netflix. I'd like to use a VPN service but they appear to suffer from being blacklisted by Netflix. Aren't there any U.S. only based VPN services where geotargeting wouldn't cause them to run afoul of Netflix's regional limitations? Is there no other way to bypass congestion besides VPN? I've contacted Centurylink support because of this issue, who said it's Netflix's fault, so i contacted Netflix, who said it was Centurylink's fault. Sigh. I've changed my DNS to point to Google's public DNS servers and done some various other tweaks. While my speed now is great for other sites, including Hulu, Amazon, even YouTube, it really buckles at Netflix. I generally get 45Mbps download using various speed tests, but it shrivels to 2-3Mbps when using Netfix's Fast.com speed test during peak Nettflix viewing times. If I can just find a workaround for this my internet experience would pretty much be perfect. I'm in the Colorado Springs area, BTW.
