[CenturyTel] Sporadic drops in speed - not sure where to go from here

I have a line recently dropped to 6 Mbps from the advertised 10 Mbps we were "receiving" as the tech claimed that this would improve reliability (it didnt). I am not a network Guru but I see that the posters on this site are very knowledgeable. Just looking for some assistance as to where to go next? Im on a ZyXEL PK5001Z. I was running in Bridge mode with an Asus Something or other router and that helped a little bit but did not get rid of the problem. All tests were preformed non-bridged because of a power outage/surge/black magic that caused the modem to pop out of bridged mode. I know the SNR or Attenuation are not prime on the down stream but look to be good on the upstream (not sure why the numbers appear to be so solid on the up and bad on the down, maybe I am misuderstanding how it works) and the power may be high? Also the Near end channel type being Fast vs Interleaved would possibly explain why the internet is basically unusable when thunder storms roll through East Texas (not a rare occurance)? Any suggestions or assistance would be very much appreciated. Below are my router stats. If any other information is necessary please let me know.
