[CenturyTel] DSL Status - No Filter Detected

Little over a month ago, a storm took out internet and phone service for a large number of people in our area. Prior to the storm, I had slow service (pay for 795k, usually got between 500 - 600) but it was functional. My service was still out after service was restored to the area. Over the last month, technicians have been out 6 times and have replaced cables, replaced filters, replaced modems and tested signals. They reported that sometimes the dsl was linking up, sometimes it wasn't and frequent 'errors' were being sent down the line. The errors build up until it just drops the line. Most of time, the modem can't connect the dsl (the dsl light is blinking green or sometimes red - and there is no information on the modem's set up page). On the few times it connects, there is a consistent error message. Where it says "DSL Status" sometimes it reads "Poor" in red but most of the time it reads "No filter detected" in red. I pointed it out to the technician and he didn't think it was normal, but wasn't sure what that was in regards to. The obvious was ruled out: there's no filter attached between the dsl and modem and there is a filter on the house alarm (currently, nothing else uses the internet/phone connections.) Anyone have information about what this might mean? I'm starting week 5 of no service and would love to get this worked out!
