I live in a rural area and I'm paying for 1.5Mb down/700kb up (highest package available) and for about two months now I have been experiencing a lot of issues with my download bandwidth and latency. My speedtests generally show 200kb-350kb down / 700kb up no matter what site I use (speedtest.net, megapath speedtest plus, centurylink speed test) so I called CenturyLink and they said I have line congestion, they sent someone out and he said the equipment I was on was at about 90% load so he put me on new equipment that was only at about 25% load. After doing this I ran another speedtest with the same results, he came in and ran tests at my home, even tried to replace my modem with a brand new one to no avail. Now I'm stuck, they're claiming that since in my modem GUI I'm getting my full 1.5Mb down/750kb up like I'm promised there's nothing they can do. I'm not getting my full bandwidth, I can't even load a youtube video without pausing and letting it buffer for a minute first, websites like gmail take up to 30 seconds to load. "Speed tests aren't accurate because they can go to any server in the world where data can be lost" is more or less what I was told.. Well if that were true why would I be getting my full upload speed on every speed test and only 1/5th of my download? Why were my speedtests always accurate when I had a cable connection but now they're "not accurate", I call bs. Any advice on what I can do to further troubleshoot my issue or get CenturyLink to realize there's actually an issue?
edit: Also want to note that time of day is almost irrelevant, I've tested anywhere from 7am to 1pm to 8pm to 3am and it's almost consistently the same, with SLIGHTLY better results after midnight at around 400-500kb down at the absolute most.
