[Prism TV] Prism TV with Internet

I've been searching online for people who have Prism TV and there's not a lot of information about the service other than marketing from CenturyLink. Anyone who uses the service have any information on how the service works compared to Cable TV? I know it's IP based and similar to Uverse. The question I have is does this service use your Internet speed when watching/recording TV and how is the picture quality compare to Cox Cable? If I get 40 Mbs and I watch TV while recording a show does that slow my speed down until I'm not using those services? The reason is that CenturyLink offers their Prism TV and Internet service cheaper bundled together rather than just getting Internet service alone. My place only offers 40 Mbs, 100 Mbs and 1 Gbs service. The place lists fiber optic data service and just opened last month so it's a new complex. Any information would be good to know. Thanks.
