Intermittent DSL problems

I have have intermittent DSL problems for quite some time. On a good day, my download speeds are around the 20 mbps I paid for, on bad days I get anywhere from .56 to 11 mbps. Yesterday, my pings were around 350 ms and I have seen them go up to 4500 ms. I have new wiring to and from the demarc, and DSL is on a separate circuit. I know my DSLAM port has been changed at least once. I am currently using a C1000A in bridge mode and before that, I had a Q1000 in bridge mode. I have an ASUS router and before that, I had a DLink router (CL told me once the problem was my router, but I found that hard to believe). I have called CL a couple of times, but I am not really getting anywhere. They are now going to send out a tech for the 5th or 6th time. I'm not sure if the problem is something that can be fixed... if it's a problem in my neighborhood, or if I should move on and get cable. I had trouble logging into the C1000A after it was in bridge mode, so I reset it today and took the included screenshot. I'd appreciate it if anyone would have any suggestions for me.
