For about a month or so now, I've noticed YouTube buffering out, TwitchTV continuously throwing errors (completely failing to stream), using another servers VPN - amazingly those issues go away as i'm using a different route.
It appears to be a congested router in Dallas on the centurylink/qwest incoming traffic side.

Hop 9 appears to be the problem spot. Items that traverses over dap-brdr-03.inet.qwest.net and doesn't exactly show this same large latency spike as dap-brdr-04.inet.qwest.net. Anyone else able to confirm this route having issues? Making note, this mtr has been rolling for nearly 9 hours or so.
